"So who *was* the real target audience? I would have to say it's the boss of whoever at the NSA ordered this written, to 'show they're doing something' so they can justify their paycheck," Hudson suggested. "After all, haven't your tax dollars always been used for NSA -- New Spending Authority?

Electronic Arts's Plan to Get Your Last Gaming Dollar

A trailer for Battlefield 3, the latest installment of the hit video game franchise, fills the giant screen at a theater used by Electronic Arts (ERTS) to show off its movie-like wares. "You can fly F-18s, Cobra attack choppers, and drive tanks in the same space at the same time!" says EA executive Frank Gibeau over the noise, as realistic-looking soldiers grunt, curse, and shoot their way through a ravaged city. "It's all-out war!" Battlefield 3, due out later this year, is what big-time games aimed at PlayStation 3s (SNE), Xbox 360s (MSFT), and Wiis are supposed to be: engaging, high-production-value spectaculars.

A few minutes later, Gibeau, who oversees EA's nonsports games, enthuses just as much about Battlefield Heroes, which has none of that cinematic stopping power. It's a stripped-down, cartoonish version of the game that EA lets people play for free on a dedicated website. About 7 million people have signed up so far, and many end up spending money on add-ons that spruce up their characters—the same characters they use on their Battlefield console game. During one recent limited-time offer, EA sold 20,000 virtual parrots, at $10 each, that sit on soldiers' shoulders. Over the past year, the company sold $48 million worth of digital goods and services tied to the Battlefield franchise. "In the past, that figure would have been zero dollars," says Gibeau.

EA Chief Executive Officer John Riccitiello has been talking up the digital gaming shift for a decade. It wasn't an easy sell. Investors punished the company's stock as they watched EA lose money and talk big without much to show for it. Shares took a dive in late 2008 and have been stuck near $20 a share ever since. Now the strategy seems to be paying off. On May 4, EA reported $833 million in sales of digital goods for the 12 months ending in March, up 46 percent from the year-earlier period. That figure blew away analysts' estimates of about $750 million, with the company now tracing 22 percent of its $3.8 billion in revenue to virtual wares. It expects digital sales to pass $1 billion this year. "Ten years ago, I thought he was a complete idiot," says Michael Pachter, an analyst at Wedbush Securities. "Now he looks like a visionary."

The console business could use a little vision just now. During the 12 months ended in March, Nintendo's profits fell to their lowest level since 2004; Activision Blizzard's (ATVI) once-booming Guitar Hero franchise has been put "on hiatus," according to Activision. Hackers recently turned Sony into the laughingstock of the Internet by breaking into the PlayStation network and forcing its shutdown. Much of the pizazz these days comes from companies that make games for Facebook and smartphones, such as Zynga (maker of FarmVille and CityVille) and Rovio (Angry Birds).

EA's Riccitiello says FarmVille, Angry Birds, and other such games have helped expand the world's population of gamers from about 200million 10 years ago to more than 1 billion today. Gamers aren't just males aged 18 to 34 anymore: Families now discuss tending their virtual farms at the dinner table; middle-aged women while away their free time by hurling birds at pigs. As a result, the console games that used to account for about 80 percent of industry sales now make up 50 percent. "It's not that the console is getting tarred and feathered," Riccitiello says. "These other things are just rising so damned fast."

Job description

Technical skills include: venipuncture; collecting urine from certain types which you are trained in; performing skin scrapings; taking and processing radiographs; and performing routine lab procedures and tests in: hematology, biochemistry, chemistry, microbiology, urinalysis, and serology. Veterinary technicians commonly assist veterinarians in surgery by providing correct equipment and instruments and by assuring that monitoring and support equipment such as anesthetic machines, cardiac monitors, scopes and breathing apparatus are in good working condition. To become a credentialed veterinary technician, one must complete a two or three year degree at an AVMA-accredited school, most of which terminate in the awarding of an associate of applied science in veterinary technology (those enduring a four-year AVMA or CVMA accredited school terminating in the awarding of a bachelor's degree are considered veterinary technologists though the distinction is rarely made an issue).[1] The education a credentialed technician receives is in-depth and crucial for medical understanding and to give proper health care. The American Veterinary Medical Association (AVMA) and Canadian Veterinary Medical Association (CVMA) are responsible for accrediting schools with either Associate's degrees or Bachelor's degrees, though in some states or provinces this is not necessary. The AVMA also accredits schools that offer distance education. As a requirement of AVMA-accreditation, all distance learning programs require a significant amount of practical clinical experience before the student will be allowed to graduate. Clinical experience is usually obtained by employment or volunteer hours at an animal clinic. Preceptors must be a veterinarian or a credentialed vet technician and are required to instruct and sign off on clinical tasks, and then submit the records to the school for approval; some tasks must be videotaped and submitted to the school for grading. Though rare and competitive, there exists, in some large multi-specialty practices, one-year rotational internships available to veterinary technology students upon graduation.

Gaining a degree in veterinary technology is only a part of the requirements for credentialing. Veterinary technology degree holders who wish to be credentialed must generally also pass some sort of credentialing exams based upon the requirements of the state, province or country in which they live. In the United States, these exams are usually the Veterinary Technician National Exam ([2])and an exam written by whatever governing body bestows credentials to veterinary technicians in that state. Depending on the state that a technician is working towards credentialing in, these tests may be administered by a United States licensing board, state veterinary medical association or state veterinary technician association. The type of credential granted to technicians also varies from state to state based upon the laws that govern that state and instances doesn't limit certain actions or the use of the term "veterinary technician" to only those who are registered. Certification is generally bestowed by a private organization such as a school or professional organization and holds no legal connotation. Certification is often granted by the state veterinary technician association in states where neither the laws nor the veterinary medical association require or recommend credentialing of technicians. The term Animal Health Technician (AHT) is still used in some provinces of Canada and was once commonly used in the United States before giving way to the current moniker of veterinary technician. As with VT's there are (or have been) RAHT's, LAHT's, and CAHT's.

While it used to be very common that people with a set number of years or hours of experience assisting a veterinarian could sit for these exams that is now only allowed in a handful of states and will be phased out by 2011 in any state which uses the Veterinary Technician National Exam. In most anglophonic countries outside North America veterinary technicians are known as Veterinary Nurses (VNs). The American Nursing Association and some state nursing associations have claimed proprietary rights to the term "nurse", thus it is not used as a credential for veterinary personnel in North America. While this claim has been debated ad nauseam , there is no case law to date supporting this claim. Some veterinary technicians argue that even though their scope of responsibility is broader than that of nurses (filling the roles of nurse, radiology technician, laboratory technician, pharmacy technician, etc.) they still spend approximately 90% of their time performing nursing tasks and should therefore be allowed to be called Veterinary Nurses like their counterparts outside North America. Unofficially in conversation with veterinary clientele veterinary technicians are often referred to as veterinary nurses simply because it is the most succinct, albeit incomplete, description that the clientele can relate to. What is now the British Veterinary Nursing Association faced similar opposition early on from the nursing community in their country.[4]

Laws differ greatly from state to state. Contact your state's Veterinary Medical Board to find out what laws bind Veterinary Technicians in your state. Veterinary technicians' interests are represented nationally in the United States and Canada by the National Association of Veterinary Technicians in America (NAVTA—formerly the North American Veterinary Technician Association) and the Canadian Association of Animal Health Technicians (CAAHT) respectively. Each state also tends to have its own veterinary technician association which represents the interests of veterinary technicians in that particular state. Membership in state veterinary technician associations is very important as these are the groups that present the needs and desires of veterinary technicians to the state lawmakers and veterinary medical associations.[citation needed] As it is each state's right to set the laws and rules which govern the practice of veterinary technology and veterinary medicine, representation on a state level is necessary to address the specific needs of veterinary technicians in their state.[citation needed]
Specialty certification

Beyond credentialing as a veterinary technician specialty certification is also available to technicians with advanced skills. To date there are specialty recognitions in: emergency & critical care, anesthesiology, dentistry, small animal internal medicine, large animal internal medicine, cardiology, oncology, neurology, zoological medicine, equine veterinary nursing, surgery, behavior, nutrition, and clinical practice (canine/feline, avian/exotic, and production animal). Veterinary Technician Specialists carry the additional post-nominal letters "VTS" with their particular specialties indicated in parentheses. As veterinary technology evolves more specialty academy recognitions are anticipated.
Veterinary assistants

Non-credentialed personnel who perform similar tasks to veterinary technicians are usually referred to as veterinary assistants though the term technician is often applied generously. In many states, a veterinary assistant cannot legally perform as many procedures as a technician. Veterinary assistants often have no formal education related to veterinary medicine or veterinary technology. In larger facilities with tiered hierarchies veterinary assistants typically assist veterinary technicians in their duties.
Global presence

Veterinary technology as an organized and credentialed career option is relatively young only existing since the mid 20th century (although the seeds had been planted earlier in 1908 when the Canine Nurses Institute was established in England[5]) and as such is still struggling for recognition in many parts of the world. Attempts at professional solidarity resulted in the creation of the International Veterinary Nurses and Technicians Association (IVNTA) in 1993. Australia

Veterinary nurses in Australia have a two tier hierarchy consisting of Qualified Veterinary Nurses who hold a Certificate IV in veterinary nursing and Diplomaed Veterinary Nurses who hold a diploma in veterinary nursing. Diplomaed Veterinary Nurses may apply for further training in a specific field to receive "Extended" qualifications.[8] Veterinary nurses exhibiting excellence in their field may be recognised jointly by the Veterinary Nurses Council of Australia (VNCA) and the Australian Veterinary Association (AVA) with the post-nominal letters AVN (Accredited Veterinary Nurse).[9] There is also a newly created Bachelor of Applied Science, Veterinary Technology Extended major offered at the University of Queensland.[10]
Belgium

Veterinary auxiliaries in Wallonia (the French speaking region of the Kingdom of Belgium) are known as "assistantes veterinaires" (veterinary assistants). There is a single state-recognized program in Belgium organized by la Communauté Française de Belgique. This is a two year program offered by l'Institut d'Enseignement de Promotion Sociale de la Communauté Française at Jupille.[11][12][13] This program is still in its infancy and will graduate its first class in June 2011. There are non-state sanctioned programs offered in private institutions in Flanders (the Flemish or Dutch speaking region of Belgium). One of these programs, that offered at Katholieke Hogeschool Kempen in Geel, has received provisional accreditation from ACOVENE.[14] At this time there is not a national organization representing veterinary assistants in Belgium. Veterinary nurses in Ireland are represented by the Irish Veterinary Nursing Association (IVNA) since 2002 and prior to this were represented by the British Veterinary Nursing Association (BVNA) from the 1960s. Veterinary nursing became a regulated profession in the State from January 2008 under the Veterinary Practice Act 2005. The title ‘veterinary nurse’ can only be used by those registered with the Veterinary Council. Post-nominal letters used in Ireland are RVN (Registered Veterinary Nurse). A provisional register was created for the purpose of allowing experienced staff working in veterinary practices the opportunity to achieve formal education and qualification. Provisional registration confers the same rights and responsibilities as those on the Register enjoy except that those with provisional registration must have reached the standard required for entry to the Register by the 31 December 2012. Therefore, from January 2008 no individual can legally perform veterinary nursing duties unless listed on the Register or is currently undertaking a course of formal education approved by the Veterinary Council (Ann Marie Byrne, RVN, IVNA Chairperson, 10 mar 2009). To date, there are three programmes of study which qualify one to become a veterinary nurse in Ireland, each being sanctioned by the Veterinary Council of Ireland: the 2-year diploma course at St. John's College in Cork, the 3-year ordinary Bachelor of Science degree in Athlone I.T. and the 4-year higher (honours level) Bachelor of Science degree at University College Dublin.

New Zealand

Veterinary nursing in New Zealand is represented by the New Zealand Veterinary Nursing Association (NZVNA) which is subject to the Animal Nursing and Technology Board (ANTECH) of the New Zealand Veterinary Association (NZVA).[18] Veterinary nurses hold either a National Certificate or Diploma in Veterinary Nursing. The National Certificate represents one year of formal training while the National Diploma represents an additional two years with the National Certificate or its equivalent as a prerequisite. There are thirteen providers of veterinary nursing education in New Zealand, eight of which award the National Certificates (others offer their own local courses).[19][20][21] Other available entry-level certificates include the National Certificate in Animal Care[22] and the Certificate in Rural Animal Technology.[23] In 2009, Massey University started a new degree - the Bachelor of Veterinary Technology. It is a 3 year degree and the first class will graduate in 2011.[24] Veterinary nurses in New Zealand are not currently required to be registered with the government but an accreditation scheme is being explored.[25] New Zealand veterinary nurses adopted a national work uniform in 2004 but its wear is optional.[26]
Norway

Veterinary nurses/technicians in Norway are known as "Dyrepleier" and they along with veterinary assistants are represented by the Norwegian Veterinary Nurse and Assistant Association (NDAF--Norsk Dyrepleier og Assistent Forening). The Norwegian veterinary nurse/technician education is a two year university level program taught exclusively at the Norwegian School of Veterinary Science. Prior to 2003 it was a one year program followed by one year of practical experience. Nurse/technician graduates of the Norwegian School of Veterinary Science must apply for an official authorisation issued from the Norwegian Food Safety Authority (Mattilsynet) in order to use the title "Dyrepleier".[27]
South Africa

Veterinary Nurses (VN's) in South Africa attend a two year program at the Onderstepoort campus of the University of Pretoria culminating in a diploma in veterinary nursing (DipVetNurs or DVN)[28] and unlike lay staff are trained to do everything except clinical consultations and surgery subject to the Para-Veterinary Profession's Act.[29] Qualified veterinary nurses, curiously of both genders, utilize the title of "Sister (Sr.)", similar to the practice of female charge nurses in the human medical field in many countries, representing their professional sisterhood. They can be recognised by the wearing of epaulettes bearing a lamb, representing the patients they care for; a lamp, representing knowledge; and an axe, symbolising strength (Sr. Tania Serfontein, vice-president, VNASA, February 2009). They are represented by the Veterinary Nurses Association of South Africa (VNASA) which was started in 1978 after South Africa's first class of qualified veterinary nurses graduated.[30] Permission to offer a Bachelor of Veterinary Nursing through the University of Pretoria was recently applied for to the South African Qualifications Authority.[31]
Sweden

Veterinary nurses (as well as veterinary radiographers, administrative personnel, and laboratory assistants) have been represented in Sweden since 1997 by Riksföreningen Anställda Inom Djursjukvården (RAID—The Swedish Veterinary Nurse Association). Education consists of a two-year 80 credit post-secondary program at the Swedish University of Agricultural Sciences (SLU). RAID has also devised a distance learning course for experienced nurses and organizes continuing education for para-professionals in the equine and small-animal sectors.[32]
Switzerland

Veterinary medical assistants in Switzerland [Tiermedizinische/r Praxisassistent/in / assistantes en médecine vétérinaire (AMV)/assistenti medicina veterinari (AMV)] organized in 1991 in Berne and are represented by the Swiss Association of Veterinary Medical Assistants [''Vereinigung der schweizerischen tiermedizinischen Praxisassistentinnen/Association Suisse des assistantes en médecine vétérinaire/Associazione Svizzera di assistenti medicina Veterinari (VSTPA/ASAMV)].[33] The curriculum is offered in German in two or three schools and in French at a single site—Ecole Panorama in Lausanne—where students meet each Thursday starting in late August during a three year apprenticeship for lessons in theory and one day per month for practical training. United Kingdom

Qualified veterinary nurses in the UK must be registered or listed with the Royal College of Veterinary Surgeons (RCVS). Registered or Listed veterinary nurses have dispensations in law (the Veterinary Surgeons Act) to undertake certain procedures on animals under veterinary direction. Registered veterinary nurses (RVNs) have are bound by a code of professional conduct and are obliged to maintain their professional knowledge and skills through ongoing CPD.

RVNs train for the Register through either a two-year further education diploma programme or via a qualifying foundation or honours degree. All student nurses must complete a significant amount of work experience in general veterinary practice during their training.

Qualified VNs often wear the accepted uniform of bottle green and the scarlet and pewter RCVS badge, issued on qualification. However qualified veterinary nurses may also wear their veterinary practice's corporate colours. RCVS badges are engraved with the nurse's personal badge number, however badges are a sign of having achieved a VN qualification and not of a person's current registered status. Microsoft collects locations of Windows phone users

Like Apple and Google, Microsoft collects records of the physical locations of customers who use its mobile operating system. Windows Phone 7, supported by manufacturers including Dell, HTC, LG, Nokia, and Samsung, transmits to Microsoft a miniature data dump including a unique device ID, details about nearby Wi-Fi networks, and the phone's GPS-derived exact latitude and longitude.

A Microsoft representative was not immediately able to answer questions that CNET posed this afternoon, including how long the location histories are stored and how frequently the phone's coordinates are transmitted over the Internet. Windows Phone currently claims about a 6 percent market share but, according to IDC, will capture about 21 percent by 2015 thanks to Microsoft's partnership with Nokia.

Microsoft does say, however, that location histories are not saved directly on the device. That's different from Apple's practice of recording the locations of visible cell towers on iPhone and iPad devices, which can result in more than a year's worth of data being quietly logged. Google's approach, by contrast, records only the last few dozen locations on Android phones.

The privacy practices of mobile software companies have come under extensive scrutiny after a researcher at a conference last week in Santa Clara, Calif., described in detail how the iPhone's location logging works. A CNET report, however, showed that law enforcement and forensics analysts had been aware of and relied on the undocumented feature since at least last year.

Sen. Al Franken (D-Minn.) today asked Google and Apple to appear at a Senate hearing scheduled for May 10, and Illinois Attorney General Lisa Madigan has asked for a meeting. A lawsuit seeking class action status was filed today in Tampa, Fla.

According to a Web page in the "Help and How-To" section of the Windows Phone site, Microsoft has assembled a database with the "location of certain mobile cell towers and Wi-Fi access points" so a mobile device can determine its location more quickly, and with less battery drain, than if only GPS was used. Relying exclusively on GPS would have a negative "impact on mobile phone users by increasing data charges and draining the battery," the company says.

To make applications like maps work, of course, it's necessary for a smartphone or tablet to transmit its GPS coordinates to a remote server--and, in exchange, receive nearby restaurant reviews, or driving directions, and so on.

Privacy concerns begin to arise when a unique device ID is transmitted, which allows a company to track a customer's whereabouts over an extended period of time. Randomizing the device ID frequently would alleviate some concerns. (Microsoft says that in the case of Windows Phone 7, location information is transmitted to its servers only if Wi-Fi and location services are turned on. It also points out it offers a global switch to turn off all location-based services.)

"The user is identifiable if you have a series of events" that can be linked together, says Marc Rotenberg, executive director of the Electronic Privacy Information Center in Washington, D.C.

Microsoft says its operating system transmits the MAC address of the Wi-Fi access point (but not the name), signal strength, a randomly generated unique device ID retained for an unspecified limited period of time, and, if GPS is turned on, the precise location and direction and speed of travel. That happens when the "application or user makes a request for location information," the company says.

One privacy concern is that location databases can be a gold mine for police or civil litigants: requesting cell phone location information from wireless carriers has become a staple of criminal investigations, often without search warrants being sought. It's not clear how often legal requests for these records have been sent to Microsoft, which said it could not immediately answer that question, or whether its lawyers require a search warrant signed by a judge.

Even though police are tapping into the locations of mobile phones thousands of times a year by contacting AT&T, Verizon Wireless, and other mobile carriers, the legal ground rules remain unclear, and federal privacy laws written a generation ago are ambiguous at best. The Obama Justice Department has claimed that no warrant is required for historical location information, a claim opposed by a coalition of companies including Google and Microsoft but not Apple. (CNET was the first to report on warrantless cell tracking in 2005.)

Apple acknowledged (PDF) to Congress last year that "cell tower and Wi-Fi access point information" is "intermittently" collected and "transmitted to Apple" every 12 hours, but has declined to elaborate. Google has confirmed that it collects location information from Android devices, but downplayed concerns about privacy by saying the information is not "traceable to a specific user." It has yet to respond to questions from last Friday.

Here are the questions, still unanswered, that CNET posed to Microsoft this afternoon:

- When did Microsoft start collecting location data from mobile devices?
- Does Microsoft collect cell tower data?
- How frequently do devices running Windows Phone 7 transmit the data to Microsoft? Every 15 minutes? Hourly? Daily?
- How is that done? Is it an HTTP POST request to a Microsoft.com server, like Google?
- Is the connection encrypted? If so, using what method?
- What information, exactly, is transmitted?
- You say the information collected includes a "randomly generated unique device ID." Is that device ID ever changed? If it is changed, how often does it change?
- What does Microsoft use the database of Wi-Fi access points for? Because you collect "direction and speed" if GPS is available, is it used for traffic data?
- You say the WiFi access points are surveyed when "the user has allowed a particular application to access location services and the application requests location information." If WiFi is turned on, location services have been activated, but no apps are ever run, will location data ever be transmitted to Microsoft?
- You say the randomly generated ID is "retained for a limited period." How long is that? Is the ID then deleted or only partially anonymized?
- Given a street address or pair of GPS coordinates, is Microsoft able to produce the location logs associated with that generated ID, if legally required to do so?
- Given a generated ID, is Microsoft able to produce the complete location logs associated with it, if legally required to do so?
- Given a MAC address of an access point, is Microsoft able to produce the generated IDs and location data associated with it, if legally required to do so?
- How many law enforcement requests or forms of compulsory process have you received for access to any portion of this database?
- If Microsoft knows that a Hotmail user is connecting from a home network IP address every evening, it would be trivial to link that with an Windows phone's device ID that also connects via that IP address. Does Microsoft do that?
- Is any information about current or previously-visited locations stored on a Windows Phone 7 device?
- Is Microsoft planning to change any of its policies regarding location data storage and transmission?

Draw a Map with Google

Google (Nasdaq: GOOG) is rolling out access in the U.S. to a tool that has already made a mark in other parts of the world: Map Maker. As the name suggests, Map Maker allows people to create and edit Google Maps.

It debuted outside the U.S. because Google didn't believe there would be much demand for it in the states, where there was already a wealth of online maps and geographical data. Map Maker's original goal was to provide mapping tools to people in countries with little or no access to such resources, so they could create their own maps. Using Map Maker, people have built and edited maps for 183 countries and regions around the world, according to Google.

With Google opening the map of the U.S. to Map Maker, users will be able to add locations of stores or other businesses, mark out bike lanes, or identify the buildings on a university campus, for example.

Think of it as crowd-sourced mapping.

one of the inherent weaknesses of crowd-sourced anything is the potential for error, especially as the application is open to anybody who can operate a computer. After all, one of the common complaints that people have had about Google Maps has been less-than-perfect accuracy, Charles King, principal of Pund-IT, told TechNewsWorld.

Google says it will make sure the user contributions are accurate and that each edit will be reviewed. After approval, the edits will appear in Google Maps within minutes, the search engine giant promised.

Needless to say, much of this process will be automated. Human checks will come from the crowd, said Denis J. Dean, head of the geography and geospatial information sciences programs at the University of Texas at Dallas.

"Except in a few, rare cases, Google doesn't check the data for accuracy," he told TechNewsWorld. "Inaccurate data will be weeded out by the people adding/editing information to the maps."


"There is little that can be done to prevent users from entering inappropriate data," Dean continued. "I'd bet Google has some automated checks that prevent you from entering words or phrases that Google wants to entirely eliminate, but that's not going to fix the entire problem."

There are other safeguards, Google spokesperson Deanna Yick told TechNewsWorld. "Users must be signed into their Google account to make an edit, and the edit history for each edit will indicate the username of the person who made the update."

Also, Google does have a small team of reviewers across the globe that review and moderate updates to ensure data quality. There is also a system to report abuse, said Yick.

The bulk of the quality control clearly rests with other users, but that is not a bad thing, she maintained. "All changes are moderated and most of them are reviewed by fellow mapping volunteers in the Map Maker community. And as one makes additions or edits to an area they know, they'll often see pending updates from other users and review those updates to quickly build out the area they care about."
Many Applications

Leaving aside questions about accuracy, Map Maker offers several benefits to its users.

The most obvious use-case scenario is local advertising. Any local business that relies on foot traffic, for instance, can benefit by including itself on Google Maps via Map Maker.

It doesn't end there, though. For instance, King noted, a lot of online, user-generated maps will show building locations for an event based on Google Maps. "But then you get to the building and can't find the event or don't remember what floor an office is on. Map Maker can add that last mile, so to speak."

People have also used community mapping to produce coverage maps for cellphones, Dean said. "The ridiculous coverage maps the various cellphone service providers produce are often so generalized as to be useless, or they are just plain wrong. Community members have produced much more detailed and accurate coverage maps."

In general, community mapping is better at capturing temporary events, such as streets that are closed for repair than conventional mapping, he observed. It can be "very useful for route finding."
